Simple Instructions:

Cut the paper towel or toilet paper rolls into the desired length.  Make a variety of sizes. Measure white copy paper and cut to the correct size to completely cover the outside of each tube. Use a glue gun or craft glue to secure the white paper onto the tube. Use a black marker to draw each ghost’s eyes and mouth. Cut a strip of white streamer to your desired length and cut multiple slits ¾ of the way up the streamer.  Glue to the inside of the tube to make the ghost’s tail. Using a little extra streamer or string, make a “U” shaped loop and glue to the inside of the top of the roll to hang.
